Best Practices for Evaluation

What are your library's best practices for evaluating open source ILS? Who in your library or consortium makes the decision to migrate? Who do you talk to when choosing an ILS? How do you prepare for migration? Share some of your thoughts to help other libraries in the process of evaluating open source.

I'm interested in creating an evaluation questionnaire as a resource for this site and am interested in finding out what kinds of questions are important to librarians when they make choices about an ILS. I.E., we might set up a form that would ask questions about your needs and then respond with information about the ILS that might best suit that need. It could begin by asking about the size of your library in terms of the number of facilities and whether or not is part of a lending consortium-depending on your answer, the questions might change from there and eventually end up with a suggestion for a system that is best for you. I'd love to hear about the criteria that is important to you.
